President Xi Jinping met with visiting British Prime Minister Theresa May Thursday, calling on both countries to forge an enhanced version of the "Golden Era" bilateral ties.

国家主席2月1日会见来访的英国首相特雷莎·梅，提出中英双方应共同打造"黄金时代"增强版。

➤ 指出，2015年我对英国进行了成功访问，双方共同揭开了中英关系"黄金序章(Golden Prologue)"。中方愿同英方一道，推动中英关系在新时代健康稳定发展(China is willing to work with Britain to promote the healthy and steady development of bilateral ties in a new era)，为两国人民带来更多福祉，为世界繁荣稳定提供更多助力。

➤ 强调，当前，世界多极化(world multi-polarization)、经济全球化(economic globalization)、社会信息化以及文化多样化深入发展，人类命运休戚与共，和平、发展、合作、共赢(peace, development and win-win cooperation)已经成为时代主流。中英双方应顺应时代潮流，结合两国各自发展阶段和合作需求，赋予中英关系新的时代内涵，共同打造"黄金时代"增强版(forge an enhanced version of the "Golden Era" bilateral ties)。

➤ 一要提升中英关系"黄金时代"战略性(upgrade the strategic level of the "Golden Era" bilateral ties)，从战略高度和全局角度看待和规划双边关系未来发展。继续办好战略、财金、人文等高层对话机制(continue to host high-level dialogue in areas of strategy, finance and people-to-people exchanges)，不断夯实"黄金时代"的政治基础。

➤ 二要增强中英关系"黄金时代"务实性(energize practical cooperation in the "Golden Era" bilateral ties)，推动两国经贸合作再上新台阶。中英双方可以在"一带一路"框架内开展更大范围、更高水平、更深层次的互利合作(China and Britain can carry out broader and more in-depth cooperation of higher standard within the framework of the Belt and Road Initiative)。

China's Belt and Road Initiative will bring opportunities for parties concerned to jointly build a "Polar Silk Road", and facilitate connectivity and sustainable economic and social development of the Arctic, said a whitepaper.

一份白皮书表示，中国的"一带一路"倡议将为有关各方共建"冰上丝绸之路"带来机遇，有利于北极地区的互联互通和可持续经济社会发展。

➤ 国务院新闻办公室(State Council Information Office)1月26日发表《中国的北极政策》(China's Arctic Policy)白皮书，提出"中国愿依托北极航道(Arctic shipping routes)的开发利用，与各方共建'冰上丝绸之路(Polar Silk Road)'"，引起世界的高度关注。

➤ 白皮书指出，中国将鼓励企业参与北极航道基础设施建设，依法开展商业试航(conduct commercial trial voyages)，稳步推进北极航道的商业化利用和常态化运行。中国重视北极航道的航行安全(navigation security)，积极开展北极航道研究，不断加强航运水文调查(hydrographic survey)，提高北极航行、安全和后勤保障能力(improve navigation, security and logistical capacities in the Arctic)。

➤ 白皮书指出，中国主张和平利用北极，致力于维护和促进北极的和平与稳定。切实遵守《极地水域船舶航行安全规则》(abide by the International Code for Ships Operating in Polar Waters)，支持国际海事组织(International Maritime Organization)在北极航运规则制定方面发挥积极作用。主张在北极航道基础设施建设和运营方面加强国际合作。

A document, issued by the Communist Party of China Central Committee and the State Council, proposes establishing a long-term mechanism for the evaluation of teachers' ethics, including their personal credit records and a negative list system.

中共中央、国务院近日印发的一份文件提出，建立师德考核长效机制，包括教师个人信用记录和负面清单制度。

➤ 近日，中共中央、国务院印发了《关于全面深化新时代教师队伍建设改革的意见》，对新时代教师队伍建设作出顶层设计(top-level design)。这是新中国成立以来党中央出台的第一个专门面向教师队伍建设的里程碑式政策文件(policy document)。

➤ 意见提出，经过5年左右努力，我国将解决城乡教师队伍结构性失衡(structural imbalance between teachers in urban and rural areas)问题，教师培养培训体系(system for the cultivation and training of teachers)基本健全，提升教师待遇，增强教师职业吸引力(make teaching a more attractive profession)。

➤ 到2035年，教师综合素质(comprehensive quality)、专业化水平和创新能力(innovation capacity)大幅提升，培养造就数以百万计的骨干教师(cultivate millions of "exemplary teachers")、数以十万计的卓越教师、数以万计的教育家型教师。

➤ 针对社会关注的师德(teachers' ethics)失范、学术不端(academic misconduct)等问题，意见提出，注重加强对教师思想政治素质、师德师风等的监察监督，强化师德考评，体现奖优罚劣(reward the good and punish the bad)，推行师德考核负面清单制度(negative list system)，建立教师个人信用记录(teachers' personal credit records)，完善诚信承诺和失信惩戒机制。

➤ 意见还提出要不断提高教师的地位待遇(improve teachers' social status and raise their salaries)，要健全中小学教师工资长效联动机制，核定绩效工资总量时统筹考虑当地公务员实际收入水平，确保中小学教师平均工资收入水平不低于或高于当地公务员平均工资收入水平。

The "super moon", "blue moon", and "blood moon", rolled into one "Super Blue Blood Moon" on Wednesday night, the first of its kind in 152 years.

1月31日晚，"超级月亮"、"蓝月"和"血月"合为"超级蓝血月"，为152年来首次出现。

➤ 1月31日晚，全球多地的民众与媒体记者一同见证了百年难遇的"超级蓝血月(Super Blue Blood Moon)"天文奇观。天上一轮明月升，地上万众齐仰头，超级蓝血月也在微信朋友圈里强势刷屏。"超级月亮(super moon)"、"蓝月(blue moon)"或"血月(blood moon)"单独出现并不稀奇，但是这三种天文现象同时出现(these three astronomical phenomena appear alongside)的景象却十分罕见，上一次发生还是在1866年的3月31日。

➤"超级月亮"指的是在绕地运行轨道上处于近地点的满月(a full moon at its closest orbital point to Earth)。"蓝月"并非月亮真的变成了蓝色，而是指一个月中的第二次满月(a second full moon within the same month)，由英语短语"罕见的事情"(blue moon)直译而来。

➤ "血月"通常在月全食(a total lunar eclipse)中出现，此时太阳、地球和月球成一条直线(the sun, earth, and moon are aligned to form a line)，人们看到月亮缓缓变暗，并且因光线经过大气层发生折射而呈现出红铜色，因此，月全食有时也叫"血月"。
