FUYANG, A PHENOMENAL MODEL CITY OF CIVILIZATION

“菱荷飘香，绿柳盈岸；芳菲夹道，林宛烂漫；曲径通幽，斜桥泽畔；画舫朱艇，碧波涟滟；楼台亭榭，错落其间。”这是明《嘉靖颍州志》描述的颍州西湖胜景，颍州，也就是今天的阜阳市。

阜阳，安徽人口第一大市，全国四个千万人口地级市之一，是享誉盛名的百亿江淮粮仓和国家大型商品粮、棉、油、肉生产基地，也是安徽四大煤化工基地之一；是姜子牙、管仲的故里，宋代三大文豪晏殊、欧阳修、苏轼曾在此为官。

欧阳修任颍州太守，并定居颍州直至终老于此，他盛赞“西溪水色春长绿”“西湖烟水如我家”，如今，让我们一同来寻这姜公与管仲的故里，感受精深厚重的欧苏文化，赏这大城之美。

"Fragrant lotus, green willows, aromatic flowers, stellar forests, winding paths, attractive bridges, colorful leisure boats, and amazing pavilions" are the beautiful scenic sports and items described in the annals of Yingzhou in the Jiajing period of the Ming Dynasty. Yingzhou is today's Fuyang City.

Fuyang, the most populous city in Anhui and one of the four prefecture-level cities in China with a population of 10 million, is a national 10-billion-jin granary and the production base of commodity grain, cotton, edible oil and meat, and one of the four major coal chemical bases in Anhui Province. It is the hometown of Jiang Ziya and Guan Zhong. Three literary giants Yan Su, Ouyang Xiu, and Su Shi served here as local officials.

Ouyang Xiu served here as a viceroy and then settled here till his death. He praised the waters, spring scenery and mist over the lake enthusiastically in his poem. Now, let's explore the hometown of Lord Jiang and Guan Zhong, and experience local culture and the beautiful city.

Fuyang is an emerging manufacturing base and an energy base in the Central Plains of China.It enjoys good opportunities from the overlapped effect of favorable policies for the national construction of the Central Plains Economic Zone, the acceleration of the industry transfer from coastal areas, the revitalization of northern Anhui and the green channel for IPO in Shanghai,which have stimulated a new momentum for Fuyang in its differentiated development.

The local Party committee and government have vigorously promoted the development of its seven leading industries, namely, modern pharmaceutical, green food, coal-power-chemicals, energy conservation and environmental protection, equipment manufacturing, new materials, and new generation of information technology. The city has completed 11 provincial development zones and parks with perfect infrastructure. A new industrial system featuring smart manufacturing, big health industry, environmental protection and service is in the fast making.

In recent years, the government of Fuyang has vigorously implemented the "two-wheel drive" strategy, steadily promoted the "five special actions", and provided good policy guarantee and great impetus for the economic development and social progress of the city. In general, Fuyang has entered its best and fastest development period in history, with its leading economic indicators such as fixed assets investment, fiscal revenue, the output value from strategic, emerging and high-tech industries ranking at the forefront of the province, showing a high-quality "flying-wheel" development trend.

“汝阴西湖，天下胜绝”，颍州西湖的一汪碧水间流淌着阜阳厚重的历史文化。

颍州古西湖闻名于唐，极盛于宋。苏轼说：“我性喜临水，得颍意甚奇”。欧阳修则盛赞其“西溪水色春长绿”“西湖烟水如我家”。特别是他的《采桑子十三首》，连续以十个“西湖好”之句赞美颍州西湖风光之美。在欧阳修的笔下，西湖绿水逶迤，一片琼田；佳景无时，百卉争妍；狼藉残红，急管繁弦；满目繁华，云物俱鲜。

2017年，西湖新区建设写入政府工作报告，阜阳市提出，对西湖本体进行改造，连通西湖周边的现状河道、湿地、鱼塘等资源，将西湖水域面积扩大到7.9平方公里。经过整治修复的颍州西湖将呈现出平原湖泊广阔壮美的原生态自然风貌，并打造以北宋文化为核心的人文景观，如“平湖十顷碧琉璃”、“千顷芙蕖盖水平”等自然景象等。

绿水青山就是金山银山。围绕生态保护、再现北宋文化，西湖岸畔即将崛起的魅力新城，不仅承载着阜阳擦亮城市品牌的美好愿景，也将成为人与自然和谐相处的发展新高地。

As a verse line says "the Ruyin West Lake tops all landscapes", the water in the West Lake embodies the long history and profound culture of the city.

The West Lake of Yingzhou became famous in the Tang Dynasty and reached its prime in the Song Dynasty. Su Shi said, "I love water, and I love water more when I come to the lake." Ouyang Xiu praised that the delectable ambiance of and the mist over the lake thrust him to make his home there. In one of his poem selections, he reiterated "What a good place the West Lake is" ten times. In his poems, we see green waters, nearby paddy fields, phenomenal scenery, compelling flowers and many other good things.

In 2017, the improvement of the West Lake and the neighboring area was included in the government's work report. According to the plan, the West Lake was to be expanded to 7.9 square kilometers and connected with the existing rivers, wetlands and fish ponds surrounding it. After renovation and restoration, the lake and its nearby area will present people with a vast and imperial ecological natural landscape with tourist attractions featuring the culture of the Northern Song Dynasty.

Lucid waters and lush mountains are invaluable assets. With the priority being to better eco-environment and focusing on the reappearance of the culture of the Northern Song Dynasty, the city will build a brand new urban area by the lake. With this vision of the city, the new urban area will become a high ground of the city for development.

阜阳是皖豫省际区域性中心城市，历来是皖西北重镇。先后被命名为“中国书法城” “中国柳编之都” “中国民间杂技艺术之乡” “中国民间剪纸艺术之乡”。

阜阳人既柔和也粗犷。这片古老的土地不仅哺育过无数英雄豪杰，也创造了灿烂的文化。全市入选国家级非遗保护名录9项，分别是：界首彩陶、花鼓灯、阜阳剪纸、肘阁抬阁、界首书会、淮河柳编工艺、嗨子戏、淮北梆子戏、杜氏刻铜技艺，省级非遗保护名录28项，涉及传统音乐、传统舞蹈、传统戏剧等多个领域。

阜阳名胜古迹颇多，文峰塔、奎星楼、文昌阁、程家大院、颍上管鲍祠等远近闻名。古颍州素有著名的“八景”，“西湖柳荫、南岗雪色、云亭山影、新渡波光、书院探荷、让台观稼、杏花晓莺、芦湄秋月”，它既是古颍州人民郊游观光的重要景点，也承载着当代阜阳人民对历史文化的怀念。

Fuyang is an inter-provincial central city between Anhui and Henan, as well as a historically important major town in northwestern Anhui. It is known as a calligraphy city, and the land of wickerwork, folk acrobatics and paper-cutting in China.

The pride of the city includes Guan Zhong, the first prime minister in the history of China; Bao Shuya, a wise man who knew how to judge and maneuver people; Lv Meng, a famous general; Ouyang Xiu, a viceroy also known as a literary giant; Liu Futong, an uprising leader from peasantry; Wang Keqin,a revolutionary combat hero; and Deng Linlin, an Olympic champion; to name only a few.

This ancient land has not only nurtured countless heroes but also produced a remarkable culture. The nine items from the city in the list of the national intangible cultural heritages are Jieshou painted pottery, the flower-drum lantern dance, Fuyang paper-cutting, Zhouge Taige (dancing on the shouldered bamboo poles), Jieshou story-telling, wickerwork, Haizi Opera, Huaibei Bangzi Opera, and Du's Bronze Carving crafts. In addition, 28 items are included in the provincial intangible cultural heritage list, involving traditional music, dances, and dramas.

There are many scenic spots and historic sites in Fuyang,such as Wenfeng Pagoda, Kuixing Tower, Wenchang Pavilion,Cheng's House Compound and Guan-Bao Memorial Temple.

The Willow Shade by the West Lake, the Snowy Scenery on Nangang Hill, the Pavilion against Cloudy Mountain, the New Ferry by Glistening Water, the Lotus in Academy, the View of Crops by Rangtai Terrace, the Warblers in Apricot Flowers, and the Autumn Moon over Reeds have been the top 8 Scenic highlights of the city even since the ancient times, which are not only chosen places people tour around, but also the places people learn history and culture.

在日前安徽省绿化委员会公布的2017年度森林城市、森林城镇和森林村庄名单中，阜阳有9个镇入选森林城镇，94个村庄入选森林村庄。不仅是森林城市，更是文明之城，阜阳市是全国文明城市提名城市。

阜阳市正在推进冬季园林绿化管理、市政基础设施管理、环境卫生、公益广告设置、秋冬季市容秩序等五个专项提升行动实施方案，通过一系列专项行动的实施，推动阜城人居环境有了新提升。城市道路干净不干净，要用事实来说话。随着“以克论净、深度清洁”等措施从主干道推广到次干道、背街小巷，市民的生活环境得到进一步提升、优化。市政基础设施专项整治，不仅主干道路灯装灯率达到100%，街巷装灯率也达到100%，亮化率不低于95%；按照应补尽补的原则，全面对人行道停车线进行施画，规范市容秩序……

古代颍州多君子，今日阜阳好人多。阜阳深厚的历史文化底蕴，积淀了阜阳人务实奋进、大气包容的优良品格，涌现出一大批道德模范和身边好人，目前共有102人荣获“中国好人”、全国道德模范，139人荣获“安徽好人”、安徽省道德模范。这些好人以自己的道德光芒，照亮了颍淮大地，悄然改变着阜阳人的精神世界，在这片古老而又年轻的土地上形成了“好人现象”。

In the short list of the forest cities, towns and villages 2017 issued recently by the Anhui Provincial Afforestation Commission are 9 towns and 94 villages of Fuyang.Fuyang is not only a forest city but also a model city of civilization. In fact, the city has been nominated for an honor of national model city of civilization.

At present, Fuyang is pushing forward five promotion actions to improve the management of the landscaping, infrastructure, hygiene, advertisement, and urban appearance and social order. With the implementation of a series of special action plans, the city has enhanced the human settlement environment, which facts have spoken out the result. With the promotion of such measures as "deep cleaning" from trunk roads to sub-roads and back streets, the living conditions for residents have been obviously improved. Currently the roadside lamp poles have been installed along all streets and alleys, with lighting rate no less than 95%. The roadside parking lines have been painted to standardize the parking order for a better urban appearance...

Fuyang boasts of many good Samaritans both in history and to this present day. The profound cultural deposit here has cultivated excellent characters of Fuyang people who are pragmatic, diligent and inclusive. As of now, 102 people have been honored as Chinese good Samaritans and national moral models, and 139 people have been honored as Anhui good Samaritans and provincial moral models. The city is more harmonious and local people have improved their psychological outlook on the world thanks to their moral influence. It is apparent that a "good people" phenomenon is unveiling itself over the city.

来阜阳旅游，已经越来越方便。阜阳是国家中部地区综合交通枢纽，是我国中部唯一拥有七条高铁的非省会城市、安徽第二大交通枢纽城市。

阜阳拥有京九线最大的编组站，是全国六大线网型铁路枢纽之一。“井”字形高速公路网四通八达，淮河、颍河黄金水道通江达海。淮河阜阳港、阜阳铁公水综合物流港加快建设，是国家区域级流通节点城市。民航机场己开通北、上、广、深等10余条航线，综合立体交通网络正在加快构建，区位优势日益凸显。

In the announcement of the Comprehensive Impact Assessment Report 2017-2018 on the Construction and Development of New Smart Cities in China released this August, Fuyang is listed as an excellent smart city in transformation and upgrading, and a top 50 city in the assessment.

Presently it is more convenient to travel to Fuyang. As a comprehensive transportation hub in China's central region and the second largest within Anhui, the city is the only non-provincial capital with seven high-speed rails in central China.

As one of the six major railway network hubs and a nationally designated regional distribution node city,Fuyang has the largest marshalling station on the Beijing-Kowloon Railway Line. Its "pound sign" shaped expressway network extends to all directions. The waterways lead to port cities along the Yangtze and in coastal regions. The construction of Fuyang Port and a comprehensive logistics port is progressing rapidly. The local airport has more than 10 routes flying to major cities in China.

In the next ten years, Fuyang will have a "Union Jack" shaped high-speed railway pattern, with Beijing-Kowloon Passenger Railway running from the north to the south,

Zhumadian-Fuyang-Bengbu Intercity Railway from the east to the west, and Zhengzhou-Fuyang High-speed Railway leading to the northwest, Fuyang-Huainan Intercity Railway to the northeast, and Shangqiu-Hefei-Hangzhou High-speed Railway to the southeast.
