手按圣经,乔•拜登在美国联邦最高法院首席大法官约翰•罗伯茨的监誓下宣誓就任总统,而他的副手卡玛拉•哈里斯也在美国联邦最高法院首位拉丁裔女法官索尼娅•索托马约尔的见证下,宣誓成为了美国史上首任有非裔、亚裔血统的女副总统。

#成就历史的典礼

这场就职典礼成就的历史,不仅有成为美国历史上最年长总统的拜登和成为美国历史上公职职位最高的女性的哈里斯。

为了防范暴力事件,也为了应对美国依旧严峻的新冠疫情,拜登的就职典礼成为了美国历史上参与人数最少的就职典礼。而代替缺席的观礼民众到场的,是典礼委员会在国会大厦附近的国家广场旁放置的约20万面国旗。

典礼之前,国会大厦旁布置了一道七英尺(约2.13米)高围栏,周围的地铁站被关闭,美国特勤局和其他执法机构将多个区域划为禁止驾驶区,2.5万余名国民警卫队队员加入到安保队伍中。

举行典礼的国家广场在一周前已经被关闭,而为了防止无人机自杀袭击,国会山附近在1月20日进入了禁飞状态。

Donald Trump departed the White House for the final time on Marine One early Wednesday morning. "It's been a great honor, the honor of a lifetime. The greatest people in the world, the greatest home in the world,” Trump told reporters on the South Lawn before heading to Joint Base Andrews with his wife, Melania.

Trump gave an unscripted speech to a group of supporters, including his family, at Joint Base Andrews before departing to his Mar-a-Lago resort in Florida on Air Force One. "We will back in some form," Trump said during his farewell ceremony that featured a 21-gun salute and a military band. Trump is the first president in more than 150 years to skip the inauguration of his successor.

拜登表示,美国当前面临着新冠疫情肆虐、社会不平等加剧、系统性种族主义问题、气候变化等一系列危机与挑战。他呼吁国家团结,同时表示将打击政治极端主义、白人至上主义和国内恐怖主义。

Biden said in his inauguration speech that his "whole soul is in" unifying a nation torn apart by the many challenges that need to be overcome and he urged the American people to come together at a "historic moment of crisis."

就职典礼后,他用美国总统官方推特账号@POTUS发了一条推文,表示自己将马上前往白宫椭圆形办公室办公。

首日履新,拜登签署了17项行政令,其中第一项为针对新冠疫情的“100天戴口罩挑战”。这项行政令要求民众坚持戴口罩100天,还要求所有人在联邦政府大楼和所属区域必须戴口罩。

Biden signed a series of executive orders upon his inauguration, the first of which was launching a mask challenge to help fight the COVID-19 pandemic.

The executive order titled "100 Days Masking Challenge" requires masks and physical distancing in all federal buildings, on all federal lands and by federal employees and contractors.

除“口罩令”外,拜登还签署了包括重返应对气候变化的《巴黎协定》在内的多项行政令。

2017年6月,特朗普宣布美国将退出《巴黎协定》;2020年11月4日,美国正式退出该协定。

Besides, he also signed an executive order that returns U.S. back to the Paris Agreement on climate change, reversing his predecessor Donald Trump's decision to abandon the deal.

在拜登签署相关行政令后,联合国秘书长古特雷斯发表声明称,对美国重返《巴黎协定》表示欢迎。

UN Secretary-General Antonio Guterres on Wednesday welcomed Biden's announcement to re-enter the Paris Agreement on climate change.

"I warmly welcome President (Joe) Biden's steps to re-enter the Paris Agreement on climate change and join the growing coalition of governments, cities, states, businesses and people taking ambitious action to confront the climate crisis," said Guterres in a statement.

美国国会参议院20日当天还批准了拜登提名的埃夫丽尔•海恩斯担任美国情报总监,这是参议院确认的首位拜登内阁官员。

The U.S. Senate voted to confirm Avril Haines as director of national intelligence hours after Biden officially took office.

The Senate confirmed Haines, 51, by a vote of 84-10, making her the first member of Biden's cabinet to be installed by the chamber. She will become the first woman in history to lead the intelligence community.

此外,拜登还将打出上任后与国外元首的首通“电话”。据白宫新闻秘书珍•萨基介绍,拜登将于当地时间22日与加拿大总理特鲁多通电话。

Biden will also have his first foreign leader call with Canadian Prime Minister Justin Trudeau on Friday, White House Press Secretary Jen Psaki said during the first press briefing of the Biden administration.


#中方表态:“期待与新政府展开合作”

中国驻美国大使崔天凯20日在推特上发文祝贺拜登。崔天凯表示中国期待与美国新政府展开合作,促进两国关系友好稳定发展,并共同应对公共卫生、气候变化等全球性的挑战。

Chinese Ambassador to the United States Cui Tiankai said in a congratulatory tweet that China looks forward to working with the administration of newly inaugurated U.S. President Joe Biden.

"Congratulations to President Biden on his inauguration! China looks forward to working with the new administration to promote sound & steady development of China-U.S. relations and jointly address global challenges in public health, climate change & growth," Cui tweeted.

外交部发言人华春莹21日在例行记者会上对拜登宣誓就职表示祝贺。

华春莹表示,美国媒体称拜登就职“是美国历史上新的一天”,经过那些非常困难和不平凡的时光之后,中美两国人民都值得拥有一个更加美好的未来。

她还指出,过去四年来美国的少数反华政客出于一己私利撒了太多的谎,煽动了太多的仇恨和分裂,中国和美国人民都深受其害。中美两国以及国际社会的很多有识之士都期待着中美关系能够早日重回正轨,为携手解决当今世界面临的重大紧迫的挑战做出应有的贡献。

“我相信,在双方的共同努力下,中美关系中的善良的天使能够战胜邪恶的力量,”华春莹说道。

China congratulates Biden on his inauguration and calls for a revival of China-U.S. ties, Hua Chunying, spokesperson of China's Ministry of Foreign Affairs (MOFA), said on Thursday.

Expressing wishes for improved China-U.S. ties in the future, Hua said she believes the "angel of goodwill" between the two countries will finally defeat the "evil forces."

The response came after Biden assumed office and signed a series of executive orders to rejoin the Paris climate accord and reverse the U.S.'s withdrawal from the World Health Organization (WHO). Hua welcomed both the moves.

"The U.S. media described U.S. President Joe Biden's inauguration as 'a new day' in U.S. history. Indeed, China and the U.S. deserve a better future after difficult and unusual times," Hua said.

The bilateral ties have been hurt during the last four years by some U.S. politicians advocating an anti-China alliance, Hua said, adding that there are differences but the two sides need to join hands to shoulder international responsibilities and make more contributions.
