The 4^thTalent Recruitment & Project Matchmaking Event for Innovation and Development, Henan, China and the 2^ndChina (Henan) Opening-up Innovation and International Technology Transfer Conference opened in the Zhengzhou International Convention and Exhibition Centre on October 23^rd.

第四届中国·河南招才引智创新发展大会、第二届中国·河南开放创新暨跨国技术转移大会，两场大会于10月23日在郑州国际会展中心开幕。

This year's Talent Recruitment & Project Matchmaking Event for Innovation and Development focused on the development demands of key industries, competitive industries and new industries in Henan. Out of 44 activities in four categories, 19 were held in Zhengzhou, including the High-caliber Talents (Projects) Matchmaking Fair, additional talent and project matchmaking fairs for major innovation platforms, summits, and a tour of Henan by scholars and experts.

本届“招才引智大会”主要聚焦河南重点行业、优势产业、新兴产业发展需求，举办4个方面44项活动。郑州主场活动，包括高端人才（项目）对接洽谈会、重点创新平台招才引智专场活动、高峰论坛、院士专家河南行等19项专题活动。

Other cities with sub-venues include Beijing, Shanghai, Wuhan, Xi'an, Hangzhou and Chengdu. The Wuhan Session opened on October 16^thand the rest will kick off in November.

省外招才引智系列活动由北京、上海、武汉、西安、杭州、成都等6场活动组成，首场活动已于10月16日在武汉举办。其他专场活动将陆续于11月举行。

Other cities in Henan as well as the Jiyuan Industry-City Integration Demonstration Zone also organized featured activities in various forms to attract both skilled individuals and innovative projects.

The 2^ndChina (Henan) Opening-up Innovation and International Technology Transfer Conference consisted of an opening ceremony - the same one for the Talent Recruitment & Project Matchmaking Event for Innovation and Development - and on-site and online activities. The online activities used a cloud services platform to collect requirements and issue results, supplementing and synergizing with the offline portion.

本届“跨国技术转移大会”包括开幕式、主场活动及线上活动。其中，开幕式与“招才引智大会”合并举办，线上活动主要是利用大会云服务平台开展需求征集、成果发布等，做到线上线下一体办会。

There were a total of eight on-site activities, including the Chinese Academy of Sciences (Henan) Scientific and Technological Achievements Release and Project Matchmaking Fair, the China-CEECs Excellent International Scientific and Technological Innovation Project Matchmaking Fair, the Zhengzhou High-end Scientific and Technological Innovation Resource Fair, the Luoyang Metropolitan Area Advanced Manufacturing Achievements Matchmaking Fair, the Matchmaking Fair of Scientific and Technological Achievements by Colleges and Universities in Henan (the 4^thHenan Scientific and Technological Achievements Expo of Universities and Research Institutes), the Special Session of Major Key Technology Open Competition Projects, the Overseas High-level Talents & Projects Matchmaking Session, and talent & project matchmaking fairs for major innovation platforms.

大会主场活动共有8项，包括中国科学院（河南）科技成果发布暨项目对接专场、中国—中东欧国家合作国际优秀科技创新项目对接合作专场、郑州高端科技创新资源对接洽谈专场、洛阳都市圈先进制造科技成果对接专场、高校院所河南科技成果对接专场（第四届高校院所河南科技成果博览会）、重大关键技术需求“揭榜挂帅”专场、海外高层次人才暨项目对接洽谈专场、重点创新平台招才引智专场。

郑州“1 5 N”专场活动，助推大赛精彩呈现

As the host of the two conferences, Zhengzhou organized the cloud recruitment and special offline sessions, as well as what they termed a "1 5 N" activity package throughout the year to maximize the impact of the two events.

作为两个大会的主要承办地，郑州按照线上平台突出“云招聘”，线下平台突出“做专场”要求，谋划了贯穿全年的“1 5 N”专场活动，全方位助推两个大会精彩出彩。

"1" refers to the Zhongyuan Science and Technology City, the venue of 16 events such as the Tsinghua Alumni "Creativity, Innovation, Entrepreneurship" Competition, the Central Plains Economic Digital Forum, and the unveiling of the Zhengzhou Respiratory Institute. The Zhongyuan Science and Technology City will be built into an Innovation and Entrepreneurship Pilot Zone in Henan.

“1”，即中原科技城主场，依托河南省（中原科技城）人才创新创业试验区支持政策，举办清华校友三创大赛、中原经济数字论坛、郑州呼吸研究院揭牌等16项活动。

"5" refers to five types of special activities such as industrial talent recruitment, high-caliber talent recruitment in cities outside Henan, forums, international technology transfers, and talent recruitment for districts and counties. Out of eventual 8 industrial talent recruitment events, the special fairs for small and micro-enterprises and in the education and health fields have been held so far, with nearly 5,000 individuals submitting job applications. Activities such as the Online Recruitment Month, joint recruitment of college graduates in large and medium cities, and talent recruitment for strategic emerging industries aim to add another 8,000 talented individuals of various types. In addition, four recruitment activities held outside Henan have brought in 18,000 outstanding individuals, and more extra-provincial activities will be held to attract top-notch personnel and high-quality projects.

“5”，即产业人才招聘、省外高层次人才引进、赛会论坛、跨国技术转移、区县招才引智5类专项活动。产业人才招聘共8场活动，小微企业人才和教育卫生领域人才等活动已完成，达成求职意向近5000人，将持续开展线上云招聘月、全国大中城市联合招聘高校毕业生、战略性新兴产业人才招聘等活动，力争再签约各类人才8000人。省外高层次人才引进共4项活动，目前已签约1.8万人，将通过走出去和引进来相结合，再精准签约落地一批高层次领军人才和高质量项目。

"N" refers to the 118 sub-activities jointly organized by cities and counties. Each district, county, and city will hold at least one talent recruitment fair, one project signing ceremony, and one investment promotion.

“N”，即市县联动举办的118个子项活动，每个区县市至少举办一场招才引智专场、一个项目签约仪式、一次招商引资推介。
