网约车是不是每个平台都要抽成（网约车平台应合理设定抽成比例上限）

近日，交通运输部、中央宣传部、中央网信办、国家发展改革委、公安部、人力资源社会保障部、国家市场监督管理总局、中华全国总工会联合印发《关于加强交通运输新业态从业人员权益保障工作的意见》。

The guideline said ride-hailing companies must inform drivers of the amount of commission the platform takes after each transaction.意见明确，每次订单完成后，网约车平台企业应列明该订单总金额中的抽成情况。

Commission这个词，常见的意思是“委员会”，比如：中央全面依法治国委员会（the Commission for Law-based Governance under the CPC Central Committee），中央纪律检查委员会（the CPC Central Commission for Discipline Inspection），国家卫生健康委员会（National Health Commission）等，但是在本文的语境中，commission指的是“a fee paid to an agent or employee for transacting a piece of business or performing a service，especially a percentage of the money received from a total paid to the agent responsible for the business”（代理人或员工完成一项交易或服务后收取的费用，尤指从整个交易费用中划出的一定比例的金钱收入），也就是“佣金，提成，抽成”等，比如：He gets a commission for each car he sells（他每卖掉一辆车就有一份提成收入）。

The companies are urged to engage in voluntary communication with local trade unions and industry associations and set a reasonable cap on the percentage ride-hailing platforms can take from drivers' fees.

网约车平台企业加强与经营服务所在地工会组织、行业协会的沟通协商，合理设定抽成比例上限。

The platforms are also required to solicit opinions from drivers, trade unions and industry associations before making or adjusting pricing and income distribution plans, which will be made public a month prior to their implementation.

平台企业在确定和调整计价规则、收入分配规则等经营策略前，公开征求从业人员代表及工会组织、行业协会的意见，并提前一个月向社会公布。

The guideline also asked companies to set reasonable working hours for drivers' and discouraged the platforms from introducing incentive policies that encourage long working hours.

意见同时要求平台企业科学确定驾驶员工作时长，不得以奖励等形式引诱驾驶员超时劳动。

The platforms are encouraged to take part in pilot programs of occupational injury insurance to ensure that drivers are protected while working for the platforms.

意见提出，鼓励网约车平台企业积极参加职业伤害保障试点，为网约车驾驶员在线服务期间劳动安全提供保障。
