始终坚持发展是第一要务

Sticking to development as the primary task

改革开放以来特别是中国共产党十八大以来，无论发展环境如何复杂变化，无论面对何种困难挑战，我们始终牢牢把握经济建设这个中心，紧扣全面小康目标，毫不动摇坚持发展是硬道理、发展应该是科学发展和高质量发展的战略思想，坚持在发展中解决问题。顺应社会主要矛盾变化，顺应人民群众对美好生活的向往，不断丰富完善全面小康目标内涵，强调更高质量、更有效率、更加公平、更可持续、更加安全的发展；紧紧围绕推动高质量发展，坚持完整、准确、全面贯彻新发展理念，以供给侧结构性改革为主线，推动发展的质量效益不断提升，创造了经济快速发展和社会长期稳定两大世所罕见的奇迹。

Since the launch of reform and opening up over 40 years ago, and particularly since the 18th CPC National congress in 2012, no matter how complex the development environment has become or what difficulties and challenge we have faced, we have always kept a tight grip on the central task of economic development, stuck to the objective of moderate prosperity in all respects, never faltered in our commitment to the strategic thinking that development is of paramount importance and that it should be sound and of high quality, and persisted in solving problems through development. Responding to the evolution of the primary challenges in Chinese society as well as the people’s yearning for a better life, we constantly enriched and refined the content of the goal of moderate prosperity, emphasizing higher quality, more efficient, fairer, more sustainable, and more secure development. With a keen focus on promoting high-quality development, we have fully and faithfully implemented the new development philosophy, pursued supply-side structural reform as a top priority, and driven consistent improvements in the quality and returns of development. In doing so, China has succeeded in bringing about the two miracles of rapid economic growth and enduring social stability.
