The government will scale up support for flexible employment, boost job opportunities for people with disabilities, and tackle the stubborn issue of wage arrears affecting migrant workers with legal means. A host of steps was decided upon at the State Council's executive meeting.

就业是民生之本、财富之源。通过多方采取措施，今年我国就业形势总体平稳，全年城镇新增就业预期目标提前实现。但当前国内外风险挑战增多，稳就业压力加大。要更大力度实施就业优先政策，在积极扩内需、稳外贸带动就业扩大的基础上，进一步完善促进就业的举措。

一是各地要着眼稳就业大局，出台更多支持新增就业岗位的措施，抓紧清理取消不合理限制灵活就业的规定。二是加大力度援企稳岗。将阶段性降低失业保险和工伤保险费率、失业保险稳岗返还及职工在岗培训补贴政策延续实施1年。三是深入推进职业技能提升行动，加强职业培训基础能力建设。组织城乡未继续升学初高中毕业生、20岁以下登记失业人员参加技能培训，并按规定给予培训补贴，对其中农村学员和困难家庭成员再给予生活费补贴。四是完善就业托底保障。允许城乡劳动者在常住地进行失业登记。

【重要讲话】

就业是最大的民生。要坚持就业优先战略和积极就业政策，实现更高质量和更充分就业。大规模开展职业技能培训，注重解决结构性就业矛盾，鼓励创业带动就业。提供全方位公共就业服务，促进高校毕业生等青年群体、农民工多渠道就业创业。

Employment is pivotal to people’s wellbeing. We must give high priority to employment and pursue a proactive employment policy, striving to achieve fuller employment and create better quality jobs. We will launch vocational skills training programs on a big scale, give particular attention to tackling structural unemployment, and create more jobs by encouraging business startups. We will provide extensive public employment services to open more channels for college graduates and other young people as well as migrant rural workers to find jobs and start their own businesses.
